Islamic prayer, Quranic instruction, and lessons on hijab are being introduced into activities conducted under the banner of the Girl Scouts, according to an investigative reporter.
A February 2025 Girl Scout event at the SALAM Islamic Center’s Sacramento mosque featured a “hijab photo booth,” Natalie Winters noted in an Aug. 22 substack report.
Girls were invited to try on hijabs while learning about “the significance of modesty.” The event also included mosque tours and “an informative booth about Palestine.”
Winters found Girl Scout troops operated out of mosques from coast to coast, with specific awards created for a “Girl Scout of the Islamic Faith.” Winters notes that the awards were created by the National Islamic Committee on Girl Scouting (NICGS), rather than Girl Scouts USA (GSUSA), indicating the extent to which the Girl Scouts have allowed their brand to be Islamized.
The NICGS has created four award ribbons Girl Scouts can achieve that advertise a “Girl Scout of the Islamic Faith.” These awards are named “Bismillah,” “In the Name of Allah,” “Qurat ul A’in,” and “Muslimeen.” The NIGCS says the awards emphasize the “theory and practice of Islam.” The NIGCS also offers a Hajj patch and “Hajj Passport” for Girl Scouts who complete the required Islamic pilgrimage to Mecca.
Separately, a Girl Scout Bronze Award offers an “All about Islam” patch, requiring scouts to complete the five pillars of Islam. Older girls can perform optional fasts without food or water.

The Islamic Center of Naperville says its K–12 troops follow Girl Scout principles while adhering to “our core Islamic values.” Its current materials instruct girls to bring a headscarf for salah, or Islamic prayer.
The Islamic Center of Long Island has hosted Girl Scouts since 2005 and states: “Combining Islamic education with scout activity is our prime goal.”
At Virginia’s ADAMS Center, the Girl Scout program incorporates Islamic traditions so girls can develop “without compromising their faith,” including celebrating Islamic holidays and earning an Islam patch.
Girl Scouts of the USA has promoted the same model. A national GSUSA feature celebrated Orange County troops that hosted an Open Mosque Day for Girl Scout families, including a mosque tour and presentations connecting Islam to the Girl Scout Promise and Law.

Other mosque-based troops operate through Brooklyn’s Masjid At-Taqwa, California’s Muslim Community Center East Bay, and the Islamic Center of San Diego, where historical programming included prayer, Ramadan, Muslim badges, hijab discussions, and outreach to visiting Girl Scouts.
The Girl Scouts’ national organization said that it does not teach religion and that faith-specific recognition programs are created and administered by outside religious organizations.
“Girl Scouts is proudly for every girl,” a GSUSA spokesperson told Fox News Digital. “Contrary to misinformation circulating online, Girl Scouts is not a religious organization and does not teach religion. For more than a century, we’ve welcomed girls of every faith and background.”

“If a Christian group started using Girl Scout troops to teach biblical modesty, bring non-Christian girls to church, and hand out religious patches for doing it, half the country would lose its mind,” Revolver News noted.
“The Girl Scouts should be about helping young women become more confident, capable, independent, and prepared for the world. It shouldn’t be a vehicle to turn them into burqa-wearing Muslims.
“The Girl Scouts is supposed to help girls become more confident, independent, capable, and ready to stand on their own. So what does that have to do with hijab photo booths, modesty lessons, prayer garments, mosque visits, and patches that reward girls for bringing non-Muslim friends into Islamic religious activities?
“Those two messages don’t exactly fit together, do they? Are these girls also told they must walk 10 paces behind a man at all times?”
